最近几天，360突然和EOS扯上了关系，而且动静还不小。很多人说360故意放信息做空，这个我们无从知晓，而且币价也很快又再次回升到前几天的位置，所以个人认为不用过度解读，也不用太过在意，当然，除非你是玩超短线的人。但是从长远的意义来看，这是360进军区块链吹起的冲锋号。作为一家以网络安全为主业的公司，怎么可能在这个趋势中落下风？从侧面来看，360能关注到EOS的漏洞问题，说明EOS已经引起了足够的关注度，越多的大公司参与，对整个生态越好。况且主网上线后，EOS将变成一个完全自治的平台，所以，任何人都有权利和机会入场，如果是抱着对生态的无限看好的话，应当持有对所有先进集团的拥抱态度。

当然，这些都是EOS的一些小插曲。今天在EOSGO的论坛中看到了EOSREAL（也是一个超级节点候选团队）发起的一个关于建立个EOS常态事物管理委员会，个人觉得这个提议还不错，毕竟现在EOS还处于群雄逐鹿的状态，应当需要一个组织协调、运营整体。以下为原文和译文，译文为谷歌直译，可能又不太准确的地方，不过并不影响理解。

This is EOSREAL, an EOS block producer candidate who focuses on governance and dealing with complex real-world problems. I’m writing to call for an establishment of EOS General Assembly in order to bridge the gap between code and social reality. As Danial wrote in one of his post in Medium, “Cryptography can only be used to prove logical consistency. It cannot be used to make subjective judgement calls, determine right or wrong, or even identify truth or falsehood (outside the consistency)”.

EOSREAL is calling to establish EOS General Assembly (EOSGA), an organization similar to UN with no power but only to coordinate, assist, organize members and perform some non-BP public services for the EOS community.

EOSGA will call for all the BPs and some non-BP community members. EOSGA will set up sub organs/committees of the secretariat, technology, supervision and back office.

Each committee comprises 3 to 13 directors, depending on the size of qualified candidate pool and are elected at EOSGA Meeting. Non-BP directors are encouraged, and mandatory is necessary for some committees to avoid the conflict of interests.

We think it is urgent to have EOSGA committees start working. The first term of the committee will be appointed with a nomination from the community. We hope you can nominate committee directors from your team, non-BPs and other community members.

If you are a BP candidate, please also support this initiative by agreeing to donate 1% of the BP reward (of 1% inflation pool) (if elected) till we can get the operation cost covered with WP system or donations.

The Goal of EOS General Assembly (EOSGA):

The EOS General Assembly (EOSGA) is an EOS community self-discipline organization. Like the United Nations General Assembly, which provides a forum for multilateral discussion of international issues, including peace and security; EOSGA also provides a channel to hear every EOS community member’s voice, and at the same time, coordinates and assists with public services for the entire community.

EOSGA provides such public services through its organizations and committees. Since the launch of the main net is just a few days away, for the benefit of the whole community we urgently need these committees to be ready before 1 Jun 2018; otherwise, the community will not have a well-organized institution to handle the emergent issues after the launch, such as technology failures, system attacks, election fraud, worker proposal fund functionality, and the mainnet code depository. Thus, for the first term of the organizations and committees, we will appoint members via nominations from the community.

The first term of the EOSGA is from 31 May 2018 to 30 May 2019. During the term, EOSGA will discuss the election procedure for the next term and pass an election mechanism resolution.

EOSGA will have the organizations and committees as below；

a. The Secretariat

The Secretariat, which directs the EOSGA, organizes and coordinates with all internal and external stakeholders on EOS ecosystem affairs. The head of the Secretariat is the Secretary-General.

The Secretariat is responsible for appointing or dismissing the directors of each functional committee; making many of the most immediate and day-to-day decisions on EOS ecosystem affairs including finance, human resources, worker proposals, market development, etc.

1. The Secretariat is composed of total nine members, including the Secretary-General, Deputy Secretary-General, and seven other members. The Executive Secretary can be any senior member except the Secretary-General and the Deputy Secretary-General.

2. The Secretariat shall hold at least twelve meetings within each twelve-month period. A quorum is five of the Secretariat’s members. Meetings may be in person or by conference call.

3. Minutes shall be distributed to all members within five (5) business days after each meeting and posted publicly on an immutable EOS related forum.

4. The Secretary-General chairs the meetings. The Deputy Secretary-General chairs meetings in the absence of the Secretary-General.

5. The Executive Secretary is responsible to prepare and distribute minutes of meetings, convene meetings, give any notice on behalf of the Secretariat, reply to correspondence addressed to the Secretariat, and to attend to administrative and secretarial matters for the Secretariat.

6. Any three senior members of the Secretariat may call a meeting, if necessary, with a minimum notice of two days.

7. In the voting, the Secretary-General does not cast vote, unless it is a tie, then the Secretary-General will cast his vote.

8. The Secretary-General or Deputy Secretary-General is authorized to call an immediate emergency meeting.

9. The term of the Secretariat is two years; the first term is from 31 May 2018 to 30 May 2020; the Secretary-General is only eligible for re-election twice.

10. The operation budget of the Secretariat and relevant committees is funded by the members of the Secretariat; the elected BPs of the members are encouraged to contribute 1% of their BP rewards to the operation fund.

11. The approval of any budget needs a minimum of 5 votes of assent from members.

b. Technology Committee

The Technology Committee is responsible for overseeing the EOS technology development, API development, product development, system security, and code repository. The committee follows the updates and current topics on EOS technology from the community, maintains communication with the token holders of the community and organizes or supports occasional technical workshops. The committee offers technology opinions on projects submitted to the WP system.

The technology committee members are appointed by the Secretariat. The technology committee is responsible for investigating any attack on the EOS system, intentional or unintentional, responding rapidly to any such attack, rand eporting such attacks to the Secretariat.

技术委员会负责监督EOS技术开发，API开发，产品开发，系统安全性和代码库。委员会遵循社区EOS技术的更新和当前主题，与社区的代币持有者保持沟通，并组织或支持偶尔的技术研讨会。委员会对提交给WP系统的项目提供技术意见。

ESC将成为监督区块生产者选举的组织，接受有关秘书处和委员会成员欺诈行为的投诉，调查投诉并采取内部纪律措施。ESC将积极调查BP投票中的任何欺诈行为，收集证据并将争议提交给仲裁员论坛并提供证据。
ESC是来自秘书处和其他委员会的独立组织，由3名成员组成，他们都不来自秘书处和其他委员会，也没有人可能是主网的仲裁员。ESC的任期为3年，第一届为2018年5月31日至2021年5月30日。
